Yes, I was able to easily do that, before patch 10.
Just copy the basedata to mod folder, your friend must copy the same basedata, if not, the game crash.
Then create a custom game in the legit lobby and put the "very-easy IA" in the two enemy's slots, when you enter the game, you and your friend should see the "Strategy 0.31 IA working blablabla" or something like that.
But now with the patch 10, the AI seems to not work anymore. At least with the basedata file
