I just can shoot and walk. I can't enter inside a dungeon neither talk to a npc. This is normal?

I got the same error if i click on the shortcut (Diablo III - shortcut) ....
Click on the new file D3launcher and run offline mode

I still have the same error when I click in d3launcher. The problem is in the login screen. When I pur the login and password (random) appears: http://imageshack.us/photo/my-images/33/d3error.jpg/
Its curious that always open a new windows saying "Choose program to use to open this file:"
