is it possible to have a TW version of game then 'convert' it to any local ?

It's just as easy as to use the TW Client and the modified files we included in the English Release of Starfriend and the English audio files. Plus all the readme's related to that are in English.
So if you don't want to guess around with a reloclaizer just use the modified english version of starfriend.
So you are saying that Sc2 Language tools 1.6 doesnt convert the uncovrted from Server 0.44 English like the menu tabs and loading screen and other stuff?
no, he is saying that its just as easy to just our files that you replace than guess what you are pressing on that one. 1 of the guys on the IRC channel tried it just by guessing and he got his client corrupt so he had to reinstall
