I assume you are running Vista or 7? Make sure to "Run as Administrator" the launcher. Also, try turning off the "Use Internet" feature.

i am using Wind. 7, but even after turning off Use internet and running as admin the problem persists ;[

1: Unpack the rar file you downloaded.
2: Copy all files to the root of your Starcraft 2 installation folder.
3: Run "Starcraft II - Beta Launcher.exe" [Might need to right click and run as administrator].
