Nah not really, only be down for a week or two between phases.
In between downtime we use a launcher to play, really no problem.

... actually this IS a problem since Blizzard will have enough time to reconfigure the game so that we cannot play it using any of the launchers after the 2nd phase starts. look at patch 9 i think, the patch was only 1 week delayed after that the ai did not start working. imagine if within the 1 week patch delay blizzard made those changes, what would happen if Blizzard took the beta down for 2-3weeks .

Why are people continuing to say this? Seriously, learn to read. They said that the first phase is ending May 31st. The game launches July 27th. All they said was the second phase would start up a couple weeks before the game launches to make sure all their changes work correctly. That means most likely the 2nd Phase of Beta starting around the 4th of July or so. Which means MINIMUM 4-5 weeks between phases.

There will be no SC2 for the month of June for sure and maybe some weeks of July.
